Why are South Dakota couple Charles and Heather Maude being accused of theft of government property by the USDA over land in their family since 1910 adjacent to USFS property?

Sount Dakota couple summoned to appear in District court regarding their alleged "theft of US Property". Their property (in the family since 1910) is adjacent to USFS property. Charles and Heather Maude, a western South Dakota farm and ranch couple, have been indicted for theft of federal property.
