Shahzad, who is known to have ties to militant groups in Pakistan and Afghanistan, is believed to have been radicalized by extremist ideology. He had reportedly been under surveillance by Canadian authorities for several months, who monitored his communication and online activities.

A Pakistani man living in Canada has been arrested on charges of plotting an attack on Jews in New York on the first anniversary of the October 7 Hamas attack on Israel. Muhammad Shahzeb Khan, 20, was arrested in Ormstown, Quebec, on Wednesday afternoon, as he attempted to cross into the United States.
“The defendant is alleged to have planned a terrorist attack in New York City around October 7th of this year with the stated goal of slaughtering, in the name of ISIS, as many Jewish people as possible," U.S. Attorney General Merrick B. Garland said in a news release on Friday. – Source
In messages to the officers, Khan allegedly wrote that he had "been praying for martyrdom" and that "if we succeed with our plan this would be the largest Attack on US soil since 9/11."
Khan was arrested in Ormstown, Que., approximately 20 kilometres from the U.S. border, after travelling in three separate vehicles from in or around Toronto. The driver of the vehicle and an additional female passenger have not been identified. – Source

In January 2018, after submitting new information to Canadian officials, Eldidi was granted a “temporary resident visa” and was allowed to enter Canada. He arrived in the country that February via Pearson airport and in June 2018 claimed asylum.
