I live in a complex and there is a neighbor who every few weeks will light a firework at around 1am. He did it yesterday which btw was a day (maybe 2) after 3 gunshots rang out. I do not know who it is and I'm not saying he was the one who fired the shots but it's definitely possible. I'm not seeing any news stories nor police tape/presence so I'm assuming there was no victim. (Yes the police did respond to the shots fired call)

You may get a better response if you can get the fire marshal interested, but I doubt even they will be sufficiently motivated to track down someone who shoots off 1 firework a week at 1 AM.
