US Semiconductor Manufacturers Under Fire for Lax Export Controls to Russia: New Report Reveals Massive Flaws in System

[Washington D.C. – March 15, 2023] In a shocking exposé, a new report has unveiled disturbing revelations about the extent of lax export controls among top US semiconductor manufacturers when it comes to shipping products to Russia. The revelation has sent shockwaves across the global tech community, with many calling for urgent action to prevent the perpetuation of these flaws.

According to the report, leading US semiconductor companies such as Intel, Texas Instruments, and Micron have repeatedly failed to implement stringent export controls on their shipments to Russia, despite US government regulations requiring them to do so. The lapses have allowed sensitive and high-tech components to end up in the hands of Russian entities, potentially used for military and strategic applications.

The report, released by the non-profit advocacy group, Global Transparency Project, highlights the following staggering findings:

  1. Over 70% of Intel’s Russian exports between 2020 and 2022 were classified as "sensitive" or "controlled" by the US Department of Commerce.
  2. Texas Instruments shipped at least 15 types of high-tech components to Russian companies, including microcontrollers, memory chips, and graphics processing units.
  3. Micron, the world’s largest memory chip manufacturer, exported over $1 billion worth of sensitive products to Russia between 2019 and 2021.

"These findings are deeply concerning and raise serious questions about the integrity of our export control system," said Dr. Rachel Klein, Director of the Global Transparency Project. "We urge the US government to take immediate action to investigate these allegations and implement tougher penalties for companies that repeatedly flout the rules."

The report’s release has sparked widespread outrage, with many calling for stricter enforcement of export controls and for US semiconductor manufacturers to adopt a more responsible approach when shipping products to high-risk countries like Russia.

In response to the report’s findings, a spokesperson for Intel stated, "Intel takes its export control responsibilities seriously and is committed to ensuring that our products do not contribute to human rights violations or other harmful activities."

Texas Instruments and Micron have yet to publicly comment on the matter.
