Saudi Arabia Imposes New Layover Requirements for International Travelers

Riyadh, Saudi Arabia – March 15, 2023

In a surprise move, the Saudi Arabian government has announced new requirements for international travelers with layovers in the country. The updated regulations aim to strengthen the kingdom’s security and health measures, effective immediately.

Key Changes:

  1. Additional Documents: Travelers with layovers in Saudi Arabia must present an additional document, namely, a "Layover Certificate," issued by their home country’s government. This certificate will ensure that travelers have the necessary permission to enter and remain in the country during their layover.
  2. Increased Security Checks: Travelers will undergo more stringent security checks, including biometric screening and additional questioning by immigration officials. This is to ensure that only legitimate travelers are allowed to enter the country.
  3. Health Measures: The Saudi government has intensified its health measures, requiring travelers to provide proof of vaccination against COVID-19, as well as submit to a rapid antigen test before disembarking from their layover flight.
  4. Layover Limitations: Travelers will be allowed a maximum of 24 hours in Saudi Arabia during their layover, after which they must depart the country.

Affects International Travel

These new requirements will impact travelers worldwide, particularly those flying with layovers in Saudi Arabia. Airlines, airports, and travel agencies must adapt to these changes, ensuring compliance with the new regulations.

Reaction from the Travel Industry

The travel industry has reacted to the news with mixed sentiments. While some have praised the Saudi government’s efforts to enhance security and health measures, others have expressed concerns about the potential disruption to travel plans and the additional costs associated with the new requirements.

Advice for Travelers

If you have a layover in Saudi Arabia, here are some essential tips:

  1. Check with your airline: Confirm your airline’s compliance with the new regulations and any potential changes to your layover schedule.
  2. Gather required documents: Ensure you have the necessary documents, including your passport, visa (if required), and Layover Certificate.
  3. Plan ahead: Allow sufficient time for security checks and health measures, and consider packing essentials, such as snacks and entertainment, for your layover.

Hello, this upcoming December, I will have a 2-hour layover at Jeddah Airport. I will also have a 2-hour layover on my return journey at the beginning of December.

There was an issue with my visa application through Saudi Airlines. When I called them about it, they quickly dismissed the concern, assuring me that a visa wouldn’t be necessary since my layovers are only 2 hours long.

I was relieved by this news until I went online and started reading reviews from people who were told the same thing: “Your layover is less than 12 hours, so no visa is needed.” However, many of them ended up having to pay $120 to make their connecting flight on time.

I’d like to know if anyone else has had a short layover and can share their experience.
